Minutes of the regular meeting of the Georgetown Township Planning Commission, held Wednesday, October 18, 2006

 

Meeting called to order by Chairman Honderd at 7:30 p.m.

#061018-03 - Unfinished Business Preliminary Plat of Crosswinds

 

The zoning administrator stated that the issue of dry sewer for the plat would have to be reversed by the Township Board in order for dry sewer to be installed since the Board already denied the request.  The consensus of the Planning Commission was to leave the item tabled to give the applicant time to work out the remaining issues.

 

#061018-04 - Site Plan (ST0609) Campus View Townhouses (revised)-10081 42nd Ave.

 

Doug Stalsonburg, Exxel Engineering, represented the applicant and presented the request.

 

The zoning administrator presented a review as follows.

No public hearing is required for a site plan.  At the July 20, 2005 Planning Commission meeting, the site plan was approved for these phases of townhouses. 

 

SUMMARY

 

The request is to approve changes to a previously approved site plan that have been determined to not meet the criteria of a minor change under Sec. 19.8 since buildings 32 and 33 would be moved by more than 10 feet.  Since this is a revision to a previously approved plan, the proposed conditions could be attached to ensure compliance with the ordinance.

 

The revisions include the following:

a.       The previous plan showed phase six encompassing buildings 20 to 43.  The revised plan shows phase six as encompassing buildings 20 to 26, phase seven as encompassing buildings 27 to 33, phase seven as encompassing buildings 27 to 33 and phase eight as encompassing buildings 34 to 43. 

b.      The total number of units has been reduced from 316 to 314.  The density is 7.73 units per acre which is well within the fifteen units per acre permitted in Chapter 24 footnote (i).  Buildings 30, 32 and 33 have increased in square footage.

c.       Buildings 32 and 33 have been reoriented.

Notes:

a.         Conditions of approval should be added to ensure compliance with the ordinance (since this was a previously approved site plan) as follows: for the buildings to be constructed as per the previously submitted elevations (including garages); a landscape plan should be resubmitted (showing compliance with the ordinance-one had been previously submitted); the sign must be at least 60 feet from the centerline of 42nd Ave. and must meet ordinance requirements; site lighting should be downward directing; the driveway to 42nd Ave., sidewalks and landscaping should be provided at the time of construction of any buildings 34 to 42;

 

b.         A Storm Water Drain Permit must be provided along with the building permit application.

The Drain Commission will review the plans and an approval is required from them at the time of building permit submittal.

 

Utility Service

Shown and will be reviewed by the appropriate agencies.

 

The chairman opened the floor to public comments.  No one was present to comment on this request.

 

Doug Stalsonburg stated that the Drain Commissioner had directed how storm water is to be managed on the site.

 

The zoning administrator stated that a Storm Water Drain Permit would be required from the County approving the storm water management on the site at the time a building permit application is submitted.

 

Moved by Stasiak, seconded by DeGood, to approve the site plan dated revised Oct. 3, 2006 based on the findings that the plan meets applicable ordinance requirements with the following conditions:

a.       The buildings be constructed as per the elevations (which show attached garages) that were previously approved with the site plan on July 20, 2005;

b.      A landscape plan and legend be provided at the time a building permit application is submitted to the Township that meets ordinance requirements for number, size and type (frontage is 708 feet and 29 trees must be provided with a maximum of 9 evergreen trees) (can be a copy of the one previously approved on July 20, 2005);

c.       The sign must meet ordinance requirements and be located at least 60 feet from the centerline of 42nd Ave.;

d.      Site lighting must be downward directing and shall deflect away from adjacent residential structures;

e.       The driveway to 42nd Ave., sidewalk adjacent to 42nd Ave., and landscaping is provided at the time of construction of any buildings from 34 to 43;

f.        A Storm Water Drain Permit is provided at the time a building permit application is submitted to the Township.
