Minutes of the regular meeting of the Georgetown Township Planning Commission, held Wednesday, January 17, 2007

#070117-03 - Unfinished Business Preliminary Plat of Crosswinds

 

No new information was available at this time, but a revised plan will be presented at the next meeting.  The request was left tabled. 

 

#070117-04 - Site Plan (ST0701) Jenison Bible Church-6360 14th Ave.

 

Roger Lamer, W.L. Perry, represented the applicant and presented the request.

 

The zoning administrator presented a review as follows.

 

REQUEST

 

The proposal is to construct a 21,257 square foot multipurpose/worship center addition to an existing 12,540 square foot church building.  A special use permit for a church was obtained for the existing church building on January 13, 2003.  After several pre-application meetings, the site plan appears to meet all relevant Township ordinances.

Additional Comments

 

The number of parking spaces meets ordinances requirements in Chapter 26 for one space per each three seats.  For 600 seats, 200 spaces are required and 202 are provided.  The minimum size is 9 by 20 feet.  Elevations are provided and a note on the plan states that the addition will be constructed of similar and compatible material, design and architectural quality.  The streetscape along 44th St. and along 14th Ave. meets ordinance requirements.  The greenbelt along the north and east property lines meets ordinance requirements.  Dumpster details are shown. 

 

The proposal meets the special use standards for the previously approved special use permit under Sec. 20.4(E) as follows:

(1)               Minimum lot area shall be 2 acres, plus an additional 15,000 square feet for each 100 seating capacity or fraction thereof in excess of 100.  The minimum acreage requirement is 4.07 acres for 600 seats and the site is 9.7 acres.

(2)               The property location shall be such that at least one property line with a minimum lot width of 200 feet abuts and has access to a collector, major arterial, or minor arterial street.  The site has 860.65 feet of frontage on 44th St. and 511.12 feet of frontage on 14th Ave.

 

Greg Honderd stated that in the past the Planning Commission has permitted evergreens of less than 5 feet when the greenbelt is adjacent to vacant residential land, as per the ordinance.  He said that it was up to the Planning Commission.

 

The chairman opened the floor to public comments.  No one was present to make comments on this topic.  The chairman closed the floor to public comments.

 

It was noted that section 26.3(D) allows the Planning Commission to permit evergreens of less than five feet but more than two feet in the event that the greenbelt is adjacent to vacant residential land. 

 

Moved by Stasiak, seconded by South, to approve the site plan dated 12-15-06, as submitted, because the proposed plan meets the applicable standards of the ordinance with the condition that a Storm Water Drain permit be obtained and submitted at the time a building permit application is submitted and with the allowance that the trees in the greenbelt adjacent to the vacant residential land are permitted to be less than five feet in height but must be at least two feet in height.

The chairman adjourned the meeting at 7:55 p.m.
