MINUTES OF THE REGULAR MEETING OF THE GEORGETOWN CHARTER TOWNSHIP BOARD HELD AUGUST 27, 2007, 7:30 p.m.

 

The meeting was called to order at 7:30 p.m. by Chairperson Bill Holland.

#070827-01 - Public Comments

 

Greg Steigenga, Ottawa County Undersheriff, recognized Dep. Ray Gress, an eleven year veteran of the Ottawa County Sheriff’s Department who served in Iraq as an advisor and trainer to the police department in Bagdad for the past year.  Steigenga also stated that McCaully O’Connor was the new paramedic deputy and Craig Brace was the new detective.

 

#070827-02 - Approval of agenda as presented for August 27, 2007

 

Moved by Dale Mohr, seconded by Daniel Carlton, to add an item to the agenda to recognize Jenison Public School Senior Getaway as a non-profit entity for gaming.

 

MOTION CARRIED.

 

Moved by Daniel Carlton, seconded by Marvin VanSomeren, to approve the agenda as presented with the addition.

#070827-04 - Consent agenda

 

Dale Mohr and Stanley Sterk asked that bid for the non motorized path be removed from the consent agenda.

 

Moved by Daniel Carlton, seconded by Del South, to approve the consent agenda as presented.

a.         Approval of minutes of the regular board meeting held on August 13, 2007, the special board meeting held on August 16, 2007 and the special board meeting held on August 20, 2007

b.         Approval of the regular monthly bills

#070827-05 -   Bid for the Construction of the 44th St./Port Sheldon St. Non-motorized Path

 

Moved by Daniel Carlton, seconded by Stanley Sterk to approve the low bid of $321,366.25 from Diversco Construction for the construction of the 44th St./Port Sheldon St. non-motorized path improvements (bids)

 

Dale Mohr questioned the fairness of the ordinance and asked that the ordinance be reviewed.

#070827-06 - Tentatively Adopt the 2008 Budget and Schedule Public Hearing

 

Moved by Daniel Carlton, seconded by Marvin VanSomeren, to approve the resolution to tentatively adopt the 2008 Budget and schedule a public hearing for September 10, 2007 as follows:

 

2008 Budget

 

The Board of Trustees of Georgetown Charter Township resolves:

 

That the 2008 Budget (Copy on File) hereby be tentatively adopted.

 

That a public hearing on the proposed budget be held on September 10, 2007 at 7:30 PM and be published in a newspaper of general circulation at least seven days prior to the public hearing.

 

That the Georgetown Charter Township Board shall caused to be levied and collected the general property tax on all real and personal property within the township upon the current tax roll an amount equal to 2.2500 mills as authorized under state law and approved by the electorate.

 

That estimated township general fund expenditures for 2008 for the various township activities are as follows:

That estimated township expenditures for 2008 for the other various township funds are

as follows:

That the budget of Georgetown Charter Township is hereby adopted by reference, with activity expenditures as indicated above.

 

That the Board of Trustees of Georgetown Charter Township adopts the 2008-year budget by cost center. Township officials responsible for the expenditures authorized in the budget may expend township funds up to, but not to exceed, the total appropriation authorized for each cost center, and may make transfers among the various line items contained in the cost center appropriation. However, no transfers of appropriations for line items related to personnel may be made without prior board approval by budget amendment.

 

Those appropriations will be deemed maximum authorizations to incur expenditures. The fiscal officer shall exercise supervision and control to ensure that expenditures are within appropriations, and shall not issue any town order for expenditures that exceed appropriations.

 

That no obligation shall be incurred against, and no payment shall be made from any appropriation account unless there is a sufficient unencumbered balance in the appropriation and sufficient funds are or will be available to meet the obligation.

#070827-07 - 48th Ave Sewer Installation

 

Moved by Daniel Carlton, seconded by Marvin VanSomeren, to approve authorizing the installation of sewer in 48th Ave at no cost to the Township.  The sewer will be extended in 48th Ave to serve the gas station and future car wash at the corner of 48th and Port Sheldon St.

 

Note:                The Water/Sewer Committee recommended approval

#070827-08 - Special Use Permit (SUP0705) Robert Bruggink, Moore & Bruggink Inc., for

Georgetown Christian Reformed Church, 6481 40th Ave.

 

Moved by Daniel Carlton, seconded by Marvin VanSomeren, to approve Special Use Permit (SUP0705) Robert Bruggink, Moore & Bruggink Inc., for Georgetown Christian Reformed Church, 2020 Monroe NW, Grand Rapids, to have a church (church addition), under Sec. 8.3(A), on parcels of land described as P.P. # 70-14-19-400-049, -048, -017, -018, -053, -056, -021, -022, located at 6425 and 6481 40th Ave. and 4103, 4096 and 4077 Port Sheldon, in a (LDR) Low Density Residential district, Georgetown Township, Ottawa County, Michigan, based on the findings that the request meets the general special use standards listed in Sec. 20.3 and specific standards listed in Sec. 20.4(E), and all applicable ordinances.

 

Note:                The Planning Commission recommended approval of the special use permit and

approved the site plan as shown on the following:

a.                   existing site,

b.                  site plan,

c.                   grading plan,

d.                  greenbelt plan streetscape plan,

e.                   details,

f.                    and the sheets dated 6/4/07 identified as A1.1-floor plan 1, A1.2- floor plan 2,  A1.3- floor plan 3, AS.1- floor plan 4,

g.                   elevation,

h.                   and as per the letter dated July 17, 2007, and

i.                     email regarding parking, mean height email and calculations,

 

Paul Worden, Dan Vos Construction, represented the applicant and replied to a question about parking stating that the extra parking was necessary for the additional functions that would be held at the church.

#070827-09 – Recognize Jenison Public Schools as a Non-Profit Entity for Gambling

 

Moved by Daniel Carlton, seconded by Dale Mohr, to recognize Jenison Public Schools as a non-profit entity and charitable organization.
