MINUTES OF THE REGULAR MEETING OF THE GEORGETOWN CHARTER TOWNSHIP BOARD HELD OCTOBER 8, 2007, 7:30 p.m.

 

The meeting was called to order at 7:30 p.m. by Chairperson Bill Holland.

#071008-01 - Public Comments

 

Doug VanSingel, owner of 2323 Port Sheldon, asked the Board to consider amending the Zoning Ordinance to allow the use of retail in the Industrial district.

 

#071008-02 - Approval of agenda as presented for October 8, 2007

 

Moved by Del South, seconded by Richard VanderKlok, to approve the agenda as presented.

Moved by Marvin VanSomeren, seconded by Richard VanderKlok, to approve the consent agenda as presented.

 

a.         Approval of minutes of the regular board meeting held on September 24, 2007

 

b.         Approval of the regular monthly bills and utility bills

#071008-05 - Lee Williamson Sidewalk Waiver Request

 

Moved by Dale Mohr, seconded by Stanley Sterk, to deny the request by Lee Williamson for a sidewalk waiver for 2675 Willowview and to approve granting an extension until June 30, 2008 to complete the installation due to the lateness of the construction season

 

Note:               The Water/Sewer Committee recommended denial of the request and

approval to grant an extension until June 30, 2008

#071008-06 - Sidewalk Plow

 

Moved by Del South, seconded by Richard VanderKlok, to approve the purchase of a snow plow track for $108,725 and to amend the 2007 and 2008 Budgets by moving $110,000 from Dept. 446 Highway & Streets in the 2008 Budget to Dept. 446 Highway and Streets in the 2007 Budget.

 

Note:               The Services Committee recommended approval (the reason for purchasing it

this year is because the manufacturer makes a limited inventory per year)

#071008-07 - Authorize the Sale of Sidewalk Snowplowing Equipment

 

Moved by Del South, seconded by Richard VanderKlok, to approve authorizing the sale of sidewalk snowplowing equipment, for a minimum bid of $4,500.00 for the 1988 tractor and for a minimum bid of $12,000.00 for the 1981 plow.

 

Note:               The Services Committee recommended approval

#071008-08 - Fire Department Equipment

 

Moved by Del South, seconded by Marvin VanSomeren, to approve the purchase of Fire Department equipment as per the partial list with the award from the 2007 Homeland Security Assistance to FireFighter Grant for a total of $36,070.00 with the grant paying $32,463.00 and the Township participating with $3,607.00.

 

Note:               The Services Committee recommended approval

#071008-09 - Authorize a Change Order in the Contract for the Non-Motorized Path on 44th St.

 

Moved by Richard VanderKlok, seconded by Bill Holland, to approve the change order in the contract for the installation of non-motorized path on 44th St. from 8th Ave. west to Chicago Dr. to deduct the amount of $20,000 for a culvert that does not have to be constructed and to add the amount of $9,900 to complete the installation of a portion of non-motorized path east of 14th Ave. for a net savings of $10,000.

 

Note:               The Finance Committee recommended approval

No one was present to make public comments.

 

#071008-11 – Board Open Discussion

 

In reference to the letter from Doug VanSingel requesting a Zoning Ordinance amendment, Daniel Carlton said that as in the past issues arise regarding uses in the industrially zoned property on the busy streets.  He said that the Township should allow more options for uses and allow additional uses in the Industrial district along Port Sheldon, 18th Ave. and 44th St. because the current ordinances were too restrictive.

 

#071008-12 – Add an Item to the Agenda

 

Moved by Daniel Carlton, seconded by Marvin VanSomeren, to amend the agenda to add an item related to starting the process to revise the Zoning Ordinance to allow additional uses in the Industrial district.

 

MOTION CARRIED.

 

#071008-13 – More Uses in the Industrial District

 

Moved by Daniel Carlton, seconded by Marvin VanSomeren, to request the Planning Commission to review the Zoning Ordinance for revisions to allow more options for uses in the Industrial district and to be flexible with the uses.

 

MOTION CARRIED.

 

#071008-14 – Board Open Discussion Resumed

 

Dale Mohr clarified an earlier motion.  Stanley Sterk asked when the Planning Commission would look at the definition for a front yard and was told that the topic was on an agenda.
