MINUTES OF THE REGULAR MEETING OF THE GEORGETOWN CHARTER TOWNSHIP BOARD HELD JUNE 23, 2008, 7:30 p.m.

 

The meeting was called to order at 7:30 p.m. by Chairperson Bill Holland.

#080623-01 - Public Comments

 

George Burton, 2072 Timberlane Dr., commented on the noise coming from Schrier Plastics at 2019 Pine Ridge Dr. since January 2007.  He said that he has complained about it multiple times and although he was not asking to shut the business down, he was asking that the Township work with Schrier Plastics to eliminate the noise.

 

Herk Batts, 6841 Sherwood Dr., commented on the noise coming from Schrier Plastics, the Township ordinances related to noise and that they should be changed, complaints from others and letters from others with the same complaints, and that the meetings should be taped so that absent members could listen to the tape.  He presented letters. 

 

Sgt. Bill Ward introduced Adam Schaller and said that he would introduce Michelle Samson at a later meeting.  Both are new Township Community Policing Officers. 

 

Amy Dauber, 8080 Grove Dr., stated that her son was at the meeting to help earn a Boy Scout badge and commented on adding a section to the Township website for those interested in reducing the speed limit from 55 to 45 mph on Cottonwood between Fillmore and Bauer Rd.

 

Jeffrey Holst, 7175 Youngstown, stated concerns with the bidding process and that three bids should have been obtained for the fencing at the park.  He said that he obtained three bids.

Moved by Daniel Carlton, seconded by Richard VanderKlok, to approve the agenda as presented.

#080623-04 - Consent agenda

 

Moved by Richard VanderKlok, seconded by Marvin VanSomeren, to approve the consent agenda as presented. 

a.       Approval of minutes of the regular board meeting held on June 9, 2008

b.      Approval of the regular monthly bills

#080623-05 - Pedestrian Signals at 28th Ave. and Rosewood

 

Moved by Richard VanderKlok, seconded by Marvin VanSomeren, to approve the request from the Ottawa County Road Commission for pedestrian signals at the intersection of 28th Ave. and Rosewood St. for an amount not to exceed $6,000.00

 

Note:               The Finance Committee recommended approval

#080623-06 - Charitable Gaming License for Rescue 1 Fire Safety for Kids

 

Moved by Richard VanderKlok, seconded by Del South, to approve the request from Rescue 1 Fire Safety for Kids asking that they be recognized as a nonprofit organization operating in the community for the purpose of obtaining charitable gaming licenses.

 

Note:                The Finance Committee recommended approval

#080623-07 - Board Open Discussion

 

A.    Sunday burials (see the item in the June 16, 2008 Services Committee minutes where the item was reviewed as requested by the Township Board)

B.     Noise ordinance (see the item in the June 16, 2008 Services Committee minutes where the item was reviewed as requested by the Township Board)

 

The Supervisor stated that the Code Enforcement Officer has been out to Schrier Plastics many times and found that there was no violation of Township ordinance.

 

Richard VanderKlok stated that more information should be obtained and the Services Committee should discuss the new information.

 

Daniel Carlton stated that the possible noise ordinance revision along with the letters that were submitted should be referred back to the Services Committee.

 

The Supervisor stated the following.  Several times he had talked to the owner of Schrier Plastics who always asked if there was an ordinance violation.  There has been no violation of Township ordinances; however, the owner of Schrier Plastics has voluntarily taken measures to reduce the noise at his own expense including installing a noise barrier.  The Supervisor has spoken to a district court judge about the ordinance and if the ordinance was made stricter, a person could be issued a ticket for mowing their lawn.  The Supervisor had contacted several other local communities and found that their ordinances were the same as the Township’s ordinance.

Moved by Richard VanderKlok, seconded by Del South, to refer the noise ordinance back to the Services Committee for more information to be obtained and for further review.

#080623-09 - Board Open Discussion Resumed

 

Bill Holland stated that there had been damage at Maplewood Lake last Friday night.

 

Richard VanderKlok stated that the Services Committee was waiting for the parks analysis before acting on the security cameras for the parks.  He asked about the e-coli at Maplewood Lake and was told that the results have been very good.

Herk Batts, 6841 Sherwood Dr., said that the ordinance should be changed now and that everyone was looking at the wrong section of the ordinance relating to decibels rather than the ordinance relating to breach of peace.

 

Jeffrey Holst, 7175 Youngstown, said that the Township was not violating the policy for bids with the security cameras for the parks.
